Wyden of Oregon, to introduce legislation to provide much-needed financial certainty for rural counties to ensure they have the long-term funding needed for schools, road maintenance, law enforcement and other essential services. The bipartisan Forest Management for Rural Stability Act makes the Secure Rural Schools program—which expired at the end of FY 2018—permanent by creating an endowment fund to provide stable, increasing and reliable funding for county services.

A bipartisan group of western senators pushing for their legislation to fix “fire borrowing” heard strong evidence from Secretary of Agriculture Sonny Perdue and fire experts at the U.S. Department of Agriculture and the U.S. Forest Service that Congress should pass their bill to end fire borrowing. The Wildfire Disaster Funding Act, introduced by Sens. Mike Crapo, Jim Risch, Ron Wyden, D-Ore. and Michael Bennet, D-Colo., and five other bipartisan senators, would treat wildfires as natural disasters and stop the erosion of the Forest Service’s budget by reforming the way the federal government funds wildfires. The legislation would end “fire borrowing,” which has depleted funds intended for forest restoration, habitat programs, trail maintenance and fire prevention programs, such as thinning. Crapo and Wyden: Fix Wildfire Funding Before It’s Too Late

Senator Ron Wyden, D-Ore., and Senator Mike Crapo, R-Idaho, took to the Senate floor to renew their bipartisan call for a permanent fix to wildfire funding, and to end the senseless practice of raiding fire prevention and other Forest Service accounts just to fight this year’s fires. Wyden and Crapo introduced an amendment to the energy bill currently on the Senate floor that would end fire borrowing for good, stop the erosion of the Forest Service budget and ramp up fire prevention projects, thereby reducing wildfire risks and fire suppression costs.

SENATE OVERWHELMINGLY APPROVES CRAPO NUCLEAR ENERGY AMENDMENT

The U.S. Senate today approved overwhelmingly an amendment that would facilitate collaboration among private industry, universities, and national laboratories to facilitate the development of advanced nuclear technologies. The vote of XX to XX to approve the amendment makes it a part of a larger energy policy reform bill before the Senate. Senators Mike Crapo (R-Idaho), Sheldon Whitehouse (D-Rhode Island), Jim Risch (R-Idaho), Cory Booker (D-New Jersey), Orrin Hatch (R-Utah), Mark Kirk (R-Illinois) and Dick Durbin (D-Illinois) backed the amendment related to a stand-alone bill introduced last week. The Nuclear Energy Innovation Capabilities Act (NEICA), S. 2461, directs the U.S. Department of Energy (DOE) to prioritize partnering with private innovators on new reactor technologies and the testing and demonstration of reactor concepts. Under the agreement today, the Nuclear Regulatory Commission (NRC) would report to Congress on any barriers that would prohibit the licensing of new reactors within a four-year time period.

Idaho Senator Mike Crapo today delivered remarks about how legislation that he introduced will enable Idaho National Laboratory, other National Labs, and the private sector to develop the next generation of nuclear energy technology at an event today hosted by the group Third Way. Crapo’s legislation is slated for consideration and possible vote by the full Senate today as it considers the Energy Policy Modernization Act of 2015. “This measure is an important step forward in maintaining U.S. leadership in nuclear energy,” said Crapo during his remarks. “It is my hope that this bill will enable the private sector and our national labs to work together to create new, tremendous achievements in nuclear science. This measure encourages the smartest, most innovative and creative minds in nuclear science to partner together to move nuclear forward.” Crapo’s legislation, S. 2461, the Nuclear Energy Innovation Capabilities Act, or NEICA, would direct the U.S. Department of Energy (DOE) to prioritize partnering with private researchers and innovators on new reactor technologies and the testing and demonstration of reactor concepts. Many of these partnerships would be carried out at the nation’s national research laboratories, including Idaho’s, to develop a new generation of reliable, safe, clean and efficient national energy. When the CFPB was created via Dodd-Frank, a statute was included specifically prohibiting the CFPB from collecting "personally identifiable information." Although officials from the CFPB have stated they are "not interested in consumers personally," this hardly guarantees privacy protection from parties who are potentially interested. The witness was: The Honorable Richard Cordray, Director, Consumer Financial Protection Bureau. The qualified mortgage rule requires lenders to make sure borrowers have the ability to repay their loans. The CFPB is required to conduct a small business panel when issuing rules that will significantly impact small businesses. Since the ability to repay rule was transferred from the Federal Reserve to the CFPB after the proposed rule stage, the CFPB is not legally required to conduct a small business panel. Crapo questions how the new pay-for on financial reform will work, calls the pay for smoke and mirrors by taking TARP funds that were promised to reduce the deficit to pay for new spending, and supports an amendment to use unused stimulus funds instead. Under revised language, the conference report was changed to replace a $20 billion lending tax with a proposal to save money by limiting the Administration's ability to make new commitments under the Troubled Asset Relief Program (TARP) and increasing assessments for the FDIC fund that protects depositors. Unspent TARP funds by law are specifically required to reduce the deficit and should not be used as a budgetary gimmick to pay for new government programs. Crapo argues that instead of using TARP funds that were promised to reduce the deficit to pay for new spending and raiding the deposit insurance fund conferees should offset the spending by cutting spending somewhere else in the budget.
